The JCBRN Defence COE held a combined Sponsoring Nations and Steering Committee (SC) Meeting in Vyškov, Czech Republic from 17 to 19 September 2013. We believe it was a very productive and successful meeting and the Sponsoring Nations made several important decisions that will shape the future of the COE’s activities. The COE Director COL Jiří Gajdoš named this meeting as the “Key Decisions meeting”.
During the Meeting SC members, guest and COE personnel paid tribute to our dear deceased friend, colleague and mentor Colonel Janos ZELENAK by opening ceremony of the COL Janos ZLENAK Conference Room.
Here are a few highlights from the meeting:
For the first time the French Republic, as the newest Sponsoring Nation of the JCBRN Defence COE, sent its representative to participate at the meeting. This was the first SC meeting also for COL Xavier Lefebvre, the recently appointed JCBRN Defence COE Operations Support Department Director.
The SC approved the intent to consider the “Key positions” swapping and the respective changes in positions of the Deputy Director, the Transformation Support Director and the Operations Support Department’s CBRN Defence Operation Planning Support Section Chief. The COE Director was tasked to prepare an update of the Annex A to the JCBRN Defence COE Operation MOU taking these changes into account.
The SC further approved:
- the COE effort to become the Department Head and obtaining Quality Assurance Approval from the ACT
- the designation of the Deputy Director as the POC for the European Union related issues
- the updated Job Descriptions
- the JCBRN Defence COE 2014 budget
- the 2014 Program of Work
The SC agreed to implement the CBRN Reachback Co-ordination (RBC) capability within the JCBRN Defence COE and tasked the COE Director to advice NMAs on the decision of the Sponsoring Nations to provide the CBRN RBC capability in favor of NATO and to inform them on the expectations regarding NCS active and supportive role towards the CBRN RBCE implementation.
The SC further tasked the COE Director to negotiate the conditions that NCS must fulfill in order to achieve IOC/FOC as to be specified during the NATO CBRN RBCE CONOPS/TA development.
The SC authorized the COE Director to start negotiations with Austria in order to facilitate the Austrian effort to become a Contributing Participant of the COE.
All of these issues are of vital importance to the COE and to NATO and we would like to thank everyone involved who helped this meeting result in such a huge success. Hand in hand with this, however, comes hard work necessary to make this bold idea become reality. We ask for everyone’s continued support and assistance in these important endeavors.
The next SC meeting will be held from 8 to 9 April 2014 in Vyškov, Czech Republic
